Drinking alcohol has major effects on the health of both youth and adults and can be fatal. According to the Centers for Disease Control and Prevention (CDC), almost 500 people in the United States die every day from drinking. This is a 29 percent increase over the past four years. In Santa Clara County, alcohol contributes to more than 8,500 emergency department visits each year.

Alcoholic drinks, such as beer, wine, and liquor, can be purchased from a wide variety of retailers across Santa Clara County. There are more than 4,200 active alcohol licenses issued to Santa Clara County businesses. These are issued by the California Department of Alcoholic Beverage Control. Studies have found that areas with a higher alcohol retail density are related with increased underage drinking. The presence of greater numbers of alcohol outlets contributes to perceptions among youth. This includes the perception that alcohol consumption is normal and acceptable behavior.
Public policy plays a key role in preventing underage alcohol use. The Substance Use Prevention Policy Program collaborates with the Behavioral Health Services Department. They address underage alcohol use by working with community leaders to apply the following strategies:
